Abstract

ABSTRAK Dalam Karya Tulis Tugas Akhir (KTTA) ini akan meninjau KEM-PPKF tahun 2022 dari berbagai indikator, faktor penentu, dan isinya. KEM-PPKF 2022 menjabarkan gambaran umum terkait arah kebijakan ekonomi makro dan pokok-pokok kebijakan fiskal yang menjadi dasar dalam melaksanakan sistem pemerintahan sepanjang tahun 2022. Indikator yang menjadi pertimbangan dalam perumusan dokumen penting negara ini antara lain tingkat pertumbuhan ekonomi, inflasi, tingkat konsumsi rumah tangga, nilai tukar, tingkat suku bunga SUN, harga minyak bumi, lifting minyak dan gas bumi. Sementara itu, faktor yang mempengaruhi perumusan KEM-PPKF 2022 terdiri dari kondisi negara saat Pandemi Covid-19, harga pasar, isu-isu permasalahan global, ketegangan perang dagang, normalisasi kebijakan moneter Amerika Serikat, dan kemajuan teknologi. Indikator dan faktor penentu KEM-PPKF tersebut akan dibicarakan terlebih dahulu oleh pemerintah bersama pihak terkait lainnya seperti DPR dan Bappenas sebelum disahkan menjadi Nota Keuangan dan Rancangan APBN. Arti penting dari pembicaraan tersebut ialah mengoptimalkan peranan KEM-PPKF dalam menciptakan suatu kerangka ekonomi makro dan kebijakan fiskal yang terarah dan terukur. Secara ringkas bahasan dalam KEM-PPKF 2022 berisi gambaran kondisi ekonomi dan fiskal di masa pandemi Covid-19, garis besar perekonomian dan keuangan secara global dan nasional, keterkaitan KEM-PPKF dengan RAPBN dan APBN, asumsi dan kerangka dasar ekonomi makro maupun fiskal, kebijakan reformasi struktural, reformasi kebijakan fiskal, kebijakan pendapatan negara, kebijakan belanja negara, arah kebijakan pembiayaan, risiko fiskal, pagu indikatif, dan isu-isu strategis lainnya. Seluruh bahasan KEM-PPKF 2022 diarahkan sebagai upaya perwujudan APBN yang sehat di masa Pandemi Covid-19. / ABSTRACT In this Final Project Paper (KTTA), we will review the KEM-PPKF 2022 from various indicators, determinants, and contents. KEM-PPKF 2022 lays out a general picture regarding the direction of macroeconomic policies and the main points of fiscal policy that will form the basis for implementing the government system throughout 2022. The indicators that are considered in the formulation of this country's important documents include the rate of economic growth, inflation, the level of household consumption. ladder, exchange rate, SUN interest rate, oil price, oil and gas lifting. Meanwhile, the factors that influence the formulation of KEM-PPKF 2022 consist of state conditions during the Covid-19 pandemic, market prices, global issues, trade war tensions, normalization of US monetary policy, and technological advances. The indicators and determinants of KEM-PPKF will be discussed first by the government together with other relevant parties such as the DPR and Bappenas before being ratified into a Financial Note and the Draft State Budget. The significance of the discussion is to optimize the role of KEM-PPKF in creating a macroeconomic framework and a targeted and measurable fiscal policy. In summary, the discussion in KEM-PPKF 2022 contains an overview of economic and fiscal conditions during the Covid-19 pandemic, an outline of the global and national economy and finances, the linkage of KEM-PPKF with the RAPBN and APBN, assumptions and basic frameworks of macro and fiscal economy, policies structural reforms, fiscal policy reforms, state revenue policies, state spending policies, financing policy directions, fiscal risks, indicative ceilings, and other strategic issues. The entire discussion of KEM-PPKF 2022 is directed as an effort to realize a healthy APBN during the Covid-19 Pandemic.
