Abstract
Sebagai daerah berbasis pertanian, Kabupaten Sijunjung sedang gencargencarnya melakukan pengembangan dan peningkatan produksi pertanian. Hal ini juga turut didukung dengan layanan sewa alat dan mesin pertanian oleh Dinas Pertanian Kabupaten Sijunjung. Berkaitan dengan pemanfaatan Barang Milik Daerah, pelaksanaan sewa alat dan mesin pertanian ini perlu mendapatkan perhatian melalui riset secara berkelanjutan agar bentuk pemanfaatan Barang Milik Daerah ini semakin optimal dan mendukung setiap kebijakan pemerintah. Penelitian ini dilakukan terhadap pelaksanaan sewa Barang Milik Daerah berupa alsintan yang dikelola oleh UPTD Alsintan Dinas Pertanian Kabupaten Sijunjung. Hal yang ditinjau antara lain mekanisme pelaksanaan sewa alat dan mesin pertanian di Dinas Pertanian Kabupaten Sijunjung, kendala dan permasalahan yang terjadi dalam pelaksanaan sewa alat dan mesin pertanian di Dinas Pertanian Kabupaten Sijunjung, dan solusi yang dapat diterapkan dalam menyelesaikan kendala dan permasalahan dalam pelaksanaan sewa alat dan mesin pertanian di Dinas Pertanian Kabupaten Sijunjung. Hasil penelitian menunjukkan bahwa pelaksanaan sewa alsintan sudah sesuai dengan ketentuan peraturan perundangundangan, meskipun di beberapa aspek masih menemui kendala seperti mekanisme perolehan alsintan masih kurang sesuai dengan kebutuhan pertanian di Kabupaten Sijunjung, penggunaan diksi yang kurang tepat dalam standar operasional prosedur pelaksanaan sewa, dan ketidaksinkronan antara rencana anggaran pemeliharaan dengan realisasi penggunaan anggaran. Solusi yang dapat diaplikasikan oleh Dinas Pertanian Kabupaten Sijunjung dalam menyelesaikan kendala yang ada antara lain perlunya riset kebutuhan alsintan dan karakteristik jenis pertanian yang umum diusahakan di Kabupaten Sijunjung oleh pihak-pihak yang hendak melakukan hibah kepada Dinas Pertanian Kabupaten Sijunjung, pembuatan Rencana Kerja dan Anggaran yang lebih detail oleh UPTD Alsintan, khususnya dalam memperhatikan tren kerusakan dan bentuk pemeliharaan alsintan yang sering terjadi di lapangan, dan merekomendasikan perbaikan standar operasional prosedur pengelolaan alsintan di Dinas Pertanian Kabupaten Sijunjung. / As an agriculture-based regency, Sijunjung Regency is intensively developing and increasing agricultural production. This is also supported by rental services for agricultural tools and machinery by the Agricultural Agency of Sijunjung Regency. In relation to the utilization of Regional Property, the implementation of this rental of agricultural tools and machinery needs to get attention through ongoing research so that this form of utilization of Regional Property is more optimal and supports every government policy. This research was conducted on the implementation of the rental of Regional Property in the form of agricultural tools and machines which is managed by the Bureau of Agricultural Tools and Machines of the Agricultural Agency of Sijunjung Regency. Things that are reviewed include the mechanism for implementing the rental of agricultural tools and machinery at the Agricultural Agency of Sijunjung Regency, the obstacles and problems that occur in the implementation of the rental of agricultural tools and machinery at the Agricultural Agency of Sijunjung Regency, and solutions that can be applied in solving the obstacles and problems in the implementation of the rental of tools. and agricultural machinery at the Agricultural Agency of Sijunjung Regency. The results showed that the implementation of the machineries rental was in accordance with the provisions of the laws and regulations, although in some aspects there were still obstacles such as the mechanism for obtaining machine tools that were not in accordance with agricultural needs in Sijunjung Regency, the use of inaccurate diction in the standard operating procedures for the implementation of the lease, and the insynchrony between the planned maintenance budget and the realization of the use of the budget. Solutions that can be applied by the Agricultural Agency of Sijunjung Regency in solving existing obstacles include the need to research the needs of machine tools and the characteristics of the types of agriculture that are commonly cultivated in Sijunjung Regency by central government that want to make grants to the Agricultural Agency of Sijunjung Regency, making a detailed Work Plan and Budget by the Bureau of Agricultural Tools and Machines, especially in paying attention to the trend of damage and forms of maintenance of machineries that often occur in the field, and recommending improvements to standard operating procedures for machine tools management at the Agricultural Agency of Sijunjung Regency.
