Abstract

Karya Tulis Tugas Akhir (KTTA) ini meninjau bagaimana penyaluran Dana Bantuan Operasional Sekolah (BOS) Reguler di Sekolah Dasar Negeri (SDN) Rawa Buaya 07 pada 2022. Tinjauan dilakukan untuk mengetahui bagaimana mekanisme penyaluran Dana BOS dan pengaruh proses penyaluran terhadap realisasi Dana BOS. Penyusunan KTTA dilakukan secara kualitatif dengan sumber rujukan dari peraturan perundang-undangan terkait mekanisme pengelolaan Dana BOS, penyaluran dana pemerintah, penyelenggaraan pendidikan dan penelitian terdahulu serta dilengkapi dengan hasil survei dan obeservasi. Survei dilakukan dengan meminta data penyaluran Dana BOS berupa dokumen terkait seperti Lembar Rencana Kegiatan dan Anggaran Sekolah serta wawancara dengan pengelola Dana BOS Reguler di SDN Rawa Buaya 07. Penulis juga secara langsung mengakses sistem informasi yang dibutuhkan dalam rangka pencairan Dana BOS Reguler. Hasil tinjauan menunjukkan bahwa penyaluran Dana BOS di SDN Rawa Buaya 07 telah sesuai dengan ketentuan dalam peraturan perundang-udangan. Waktu penyaluran Dana BOS di SDN Rawa Buaya 07 pada tahap 1 tahun 2022 juga telah sesuai dengan ketentuan. Akan tetapi, mekanisme verifikasi Dana BOS oleh Dinas Pendidikan DKI Jakarta yang biasanya memakan waktu hingga satu bulan berpotensi membuat efisiensi keuangan menjadi tidak maksimal. / This Final Project (KTTA) reviews how the distribution of the School Operational Assistance (BOS) Reguler Fund at the Rawa Buaya 07 Public Elementary School (SDN) in 2022 is carried out. This review is carried out to find out how the mechanism for distributing BOS Funds and the effect of the distribution process on the realization of BOS Funds. The preparation of KTTA is done qualitatively with reference sources from laws and regulations related to the BOS Fund management mechanism, distribution of government funds, and previous research as well as the results of surveys and observations. The survey was conducted by asking for BOS Fund distribution data in the form of related documents such as Activity Plan Sheets and School Budgets as well as interviews with the Regular BOS Fund manager at SDN Rawa Buaya 07. The author also directly accessed the information system needed for the disbursement of Regular BOS Funds. The results of the review show that the distribution of BOS Funds at SDN Rawa Buaya 07 has complied with the provisions of the legislation. The timing of the distribution of BOS Funds at SDN Rawa Buaya 07 in phase 1 of 2022 is also in accordance with the provisions. However, the verification mechanism for the BOS Fund by the DKI Jakarta Education Office, which usually takes up to one month, has the potential to make financial efficiency less than optimal.
