Abstract

Tinjauan ini bertujuan untuk mengetahui pelaksanaan penyelesaian piutang melalui mekanisme crash program pada badan hukum di KPKNL Surabaya. Sesuai dengan penjelasan yang tercantum dalam PMK 163/PMK.06/2020 tentang Pengelolaan Piutang Negara pada dan Pengurusan Sederhana oleh Panitia Urusan Piutang Negara yang didalamnya tercantum juga penjelasan terkait penyelesaian piutang negara. Ditengah ketidakpastian keadaan di masa Pandemi Covid-19 menimbulkan beberapa perubahan yang terkait dengan penyelesaian piutang. Salah satu contoh adalah munculnya peraturan baru terkait keringanan yang diberikan kepada debitur untuk pelunasan piutang negara. Adapun salah satu satker yang menjadi pintu utama dalam pelunasan piutang adalah KPKNL. Dalam tinjauan ini, penulis melakukan studi pada kondisi yang terjadi di KPKNL Surabaya. Adapun hasil peninjauan yang didapatkan adalah KPKNL Surabaya telah menjalankan program keringanan utang sesuai dengan ketentuan yang tercantum dalam PMK 15/PMK.06/2021 dan adapun hasil yang didapatkan oleh KPKNL Surabaya masih cukup jauh dari target karena banyaknya kendala baik secara internal maupun eksternal./ This review aims to determine the implementation of receivables settlement through the crash program mechanism in legal entities at KPKNL Surabaya. In accordance with the explanation contained in PMK 163/PMK.06/2020 concerning Management of State Receivables and Simple Management by the Committee for State Receivable Affairs which includes an explanation regarding the settlement of state receivables. In the midst of the uncertainty of the situation during the Covid-19 Pandemic, several changes related to the settlement of receivables occurred. One example is the emergence of new regulations related to waivers granted to debtors for the settlement of state receivables. One of the satkers that is the main gate in paying off receivables is the KPKNL. In this review, the authors conducted a study on the conditions that occurred at KPKNL Surabaya. The results of the review obtained are that the Surabaya KPKNL has implemented a debt relief program in accordance with the provisions contained in PMK 15/PMK.06/2021 and the results obtained by the Surabaya KPKNL are still quite far from the target due to many obstacles both internally and externally.
