Abstract
Penggunaan lahan yang semakin meningkat disusul dengan bertambahnya populasi manusia di kota Pangkalan Kerinci, bertolak belakang dengan ketersediaan akan lahan yang terbatas sehingga pengembangan terhadap suatu properti perlu dilakukan dengan tepat terhadap lahan yang tersedia. Oleh karena itu perlu dilakukan penelitian untuk menentukan peruntukan lahan kosong yang berada di kawasan tersebut untuk memperoleh keuntungan yang maksimum bagi pemilik lahan. Penilitian ini mengambil studi kasus pada lahan kosong seluas 780 m2 yang berada di Jl. Ambisi, kota Pangkalan Kerinci, kabupaten Pelalawan, Provinsi Riau. Dengan menggunakan Analisis Highest and Best Use yang dimana suatu properti dikatakan memenuhi kriteria dalam analisis HBU apabila diijinkan secara peraturan, secara fisik dimungkinkan, layak secara finansial serta dapat memberikan hasil yang paling maksimal. Berdasarkan analisis pasar di dapatkanlah 2 alternatif pengembangan yaitu usaha rumah petak dan usaha sarang burung walet. Dari hasil penelitian tersebut didapatkanlah hasil bahwa alternatif pengembangan usaha rumah petak memiliki penggunaan tertinggi dan terbaik pada pemanfaatan lahan kosong dengan periode balik modal (PP) yaitu 8 Tahun 1 Bulan, dengan tingkat pengambalian internal (IRR) sebesar 16% serta nilai bersih saat ini (NPV) yaitu Rp 249.128.989,37. / Land use is increasing along with the increasing human population in the city of Pangkalan Kerinci, its contrary to the limited availability of land availability so that the development of a property needs to be carried out appropriately on the available land. Therefore, it is necessary to conduct research to determine the vacant allocation in the area to obtain maximum profit for the land owner. This research takes a case study on a 780 m2 vacant land located on Jl. Ambisi, Pangkalan Kerinci city, Pelalawan district, Riau Province. By using the Highest Analysis and the Best Use where the property must comply of the criteria in the HBU analysis that is legal permissibility, physical possibility, financial feasibility, and maximum profitability. Based on the market analysis, two development alternatives were obtained properly, that is the tenement house and the swallow's nest business. From the results of the study, it was found that the alternative for tenement business development had the highest and best use in vacant utilization with a payback period (PP) are 8 years and 1 month, with an internal rate of return (IRR) 16% and net present value (NPV) are Rp. 249,128,989.37.
