Abstract

Pengadaan Barang dan Jasa merupakan salah satu siklus pengelolaan Barang Milik Negara. Sistem Pengadaan Barang dan Jasa yang baik sangat berperan penting agar Indonesia bisa mendapatkan gelar tata pemerintahan yang baik dan bersih. Melakukan perkembangan atas sistem Pengadaan Barang dan Jasa dapat dilakukan dengan membandingkan sistem pengadaan dengan negara lain yang maju dan berkembang seperti Malaysia, Inggris, Amerika Serikat dan Afrika Selatan. Perbandingan ini menggunakan peraturan yang sedang berlaku. Melakukan perbandingan atas sistem dapat mengetahui titik kekurangan peraturan yang sedang digunakan pemerintah Indonesia dalam hal persamaan maupun perbedaan sistem yang digunakan. Selain itu, dapat diketahui sejauh mana implementasi Pengadaan Barang dan Jasa di Indonesia dibandingkan negara maju dan berkembang lainnya sehingga kekurangan dapat dievaluasi oleh pemerintah kedepannya dengan harapan pengadaan dapat menghasilkan barang atau jasa yang sesuai dan tepat dari setiap uang yang dibelanjakan dan meningkatkan pelaku usaha nasional, UMKM, dan Koperasi dengan harapan pengadaan dapat membantu masyarakan mewujudkan pemeratan ekonomi dan memperluas kesempatan masyarakat berusaha. / Procurement of Goods and Services is one of the cycles of the management of State Property. A good Goods and Services Procurement System plays an important role so that Indonesia can get the title of good and clean governance. Developing the system for the procurement of goods and services can be done by comparing the procurement system with other developed and developing countries such as Malaysia, the United Kingdom, the United States and South Africa. This comparison uses the current regulations. Comparing the system can find out the point of lack of regulations that are being used by the Indonesian government in terms of similarities and differences in the system used. In addition, it can be seen how far the implementation of the Procurement of Goods and Services in Indonesia is compared to other developed and developing countries so that deficiencies can be evaluated by the government in the future with the hope that procurement can produce appropriate and appropriate goods or services from every money spent and increase national business actors. MSMEs, and Cooperatives with the hope that procurement can help the community realize economic equality and expand community business opportunities
