Abstract

Bantuan Langsung Tunai Dana Desa (BLT-Dana Desa) merupakan pemberian bantuan berupa uang kepada keluarga tidak mampu atau miskin di desa untuk mengurangi dampak ekonomi akibat pandemi Corona Virus Disease 2019 (COVID-19) dengan dana yang bersumber dari dana desa. Penelitian ini bertujuan untuk menganalisis efektivitas pelaksanaan BLT-Dana Desa dari proses pendataan hingga penyaluran atau pencairan BLT-Dana Desa dengan mengacu pada peraturan yang berlaku dan teori efektivitas manajemen. Objek penelitian ini adalah Desa Cihonje Kecamatan Gumelar Kabupaten Banyumas untuk tahun anggaran 2020. Penelitian ini menggunakan metode kualitatif dengan metode pengumpulan data yang terdiri dari studi kepustakaan, pengumpulan dan penelaahan dokumen, serta wawancara. Hasil penelitian ini menunjukkan bahwa penyaluran BLT-Dana Desa secara umum telah sesuai dan berpedoman pada peraturan yang berlaku, namun terdapat perbedaan pada bulan penyaluran yang disesuaikan dengan waktu pencairan dana desa atau waktu pengambilan dana. Penelitian ini juga menunjukkan hasil yang efektif ketika ditinjau dari indikator pendataan, penyaluran, dan sasaran, serta dengan mempertimbangkan kendala yang dialami pemerintah desa ketika pelaksanaan BLT-Dana Desa. / Direct Village Fund Cash Assistance (BLT-Village Fund) is the provision of assistance in the form of money to underprivileged or poor families in the village to reduce the economic impact of the Corona Virus Disease 2019 (COVID-19) pandemic with funds sourced from village funds. This research aims to analyze the effectiveness of the implementation of the BLT-Village Fund from the data collection process to the distribution or disbursement of the BLT- Village Fund by referring to applicable regulations and the theory of management effectiveness. The object of this research is Cihonje Village, Gumelar District, Banyumas Regency for the 2020 fiscal year. This research uses a qualitative method with data collection methods consisting of library research, document collection and review, and interviews. The results of this research indicate that the distribution of BLT-Village Fund in general is in accordance with and guided by applicable regulations, but there are differences in the month of distribution which is adjusted to the time of disbursement of village funds or the time of withdrawal of funds. This research also shows effective results when viewed from the indicators of data collection, distribution, and targets, as well as by considering the obstacles experienced by the village government when implementing the BLT-Village Fund.
