Abstract

Abstrak Setiap tahun APBN menganggarkan dana desa untuk mendukung tugas dan fungsi desa dalam peneyelenggaraan pemerintahan serta pembangunan desa. Pengguanaan, pemanfaatan, dan pengelolaan dana desa ini tidak sepenuhnya menjadi kewenangan desa, melainkan diatur oleh peraturan perundang-undangan dan peraturan turunannya. Terdapat arah kebijakan dan peraturan terkait prioritas penggunaan dana desa yang ditetapkan oleh pemerintah setiap tahunnya. Arah kebijakan dan peraturan tersebut ditetapkan dengan mempertimbangakan kebutuhan dan kondisi desa. Untuk tahun 2021, adanya pandemi covid-19 yang melanda Indonesia yang berdampak pada terganggunya kesehatan dan kegiatan ekonomi masyarakat, membuat pemerintah mengarahkan penggunaan dana desa untuk diprioritaskan pada program yang mendukung pemulihan kesehatan dan perekonomian masyarakat desa. Pemerintah desa dalam mengelola dana desa yang diterimanya haruslah patuh pada peraturan atau hukum yang telah ditetapkan, hal ini agar tujuan pemerintah terkait pemulihan kondisi kesehatan dan perekonomian masyarakat dari dampak pandemi covid-19 dapat tercapai. Desa Matesih memprioritaskan dana desa yang diterimanya untuk tiga kegiatan atau program, yaitu BLT Desa, penambahan modal BUM Desa, dan penanganan covid-19. Ketiga kegiatan tersebut dijalankan berdasarkan amanat arah kebijakan dan peraturan yang diberlakukan pemerintah pusat untuk menanggulangi dampak pandemi covid-19. Pada karya tulis ini, penulis akan meninjau kepatuhan Desa Matesih pada tahun 2021 dalam menggunakan dana desa yang telah diterimanya. Peninjauan tersebut penulis lakukan dengan memperhatikan apa saja program prioritas yang telah dilaksanakan oleh Pemerintah Desa Matesih dalam rangka memanfaatkan dan menggunakan dana desanya. Penulis menggunakan metode studi kepustakaan dan studi lapangan dalam mengumpulkan data yang diperlukan dalam penulisan karya tulis ini. / Every year the APBN allocates village funds to support village tasks and functions in government and village development. The use, utilization, and management of village funds are not fully the authority of the village but are regulated by laws and regulations and their derivative regulations. There are policy directions and regulations regarding the priority of using village funds that are set by the government every year. The direction of these policies and regulations is determined by considering the needs and conditions of the village. For 2021, the covid-19 pandemic that hit Indonesia had an impact on the health and economic activities of the community, prompting the government to direct the use of village funds to prioritize programs that support the health and economic recovery of rural communities. The village government in managing the village funds it receives must comply with the regulations or laws that have been set, this is for the purpose of restoring the health and economic conditions of the community from the impact of the covid-19 pandemic. Matesih Village prioritizes the village funds it receives for three activities or programs, namely BLT Desa, additional capital of BUM Desa, and handling covid-19 pandemic. The three activities are carried out based on the mandate of the policy directions and regulations imposed by the central government to cope with the impact of the covid-19 pandemic. In this paper, the author will review the compliance of Matesih Village in 2021 in using the village funds it has received. The review was carried out by the author by paying attention to what are the priority programs that have been implemented by the Matesih Village Government to utilize and use village funds. The author uses the method of literature study and field study in collecting the data needed in writing this paper.
