Abstract

Covid-19 memberikan dampak yang signifikan terhadap sektor perekonomian di Indonesia. Diperlukan langkah yang tepat dan sinergis antara pemerintah pusat dan pemerintah daerah dalam menghadapi tantangan ini. Salah satu kebijakan yang dibuat oleh pemerintah dalam pemulihan perekonomian adalah kebijakan Refocussing dan Realokasi Anggaran Belanja pada pemerintah daerah. Pedoman dalam melakukan kebijakan ini tercermin dalam Inpres No. 4 Tahun 2020. Sementara untuk pelaksanaan rasionalisasi anggaran belanja mengacu pada Keputusan Bersama Menteri Dalam Negeri dan Menteri Keuangan No.119/2813/SJ dan No. 177/KMK.07/2020. Penelitian ini merupakan penelitian kualitatif yang bertujuan untuk meninjau implementasi kebijakan Refocussing dan Realokasi belanja pada APBD Pemerintah Kota Banjarmasin Tahun Anggaran 2020 dan 2021. Dalam memperoleh data penelitian dilakukan dengan metode studi kepustakaan dan wawancara. Hasil dari penelitian ini menunjukkan bahwa Pemerintah Kota Banjarmasin pada tahun anggaran 2020 telah melaksanakan kebijakan Refocussing dan Realokasi Belanja secara tepat waktu sesuai dengan aturan yang berlaku sehingga tidak mendapatkan sanksi penundaan DAU dan/atau DBH dari pemerintah pusat. Akan tetapi, besaran penyesuaian belanja tidak sesuai target sebagaimana yang terdapat pada Keputusan Bersama Menteri Dalam Negeri dan Menteri Keuangan karena Pemerintah Kota Banjarmasin menyesuaikan kebutuhan anggaran belanja pada setiap SKPD. Sementara untuk tahun anggaran 2021 tidak dilakukan kebijakan Refocussing dan Realokasi karena belanja terkait penanganan Covid-19 telah dianggarkan diawal. Hasil penyerapan anggaran tahun anggaran 2020 dan 2021 sudah optimal./ Covid-19 had a significant impact on the economic sector in Indonesia. Appropriate and synergistic steps are needed between the central government and local governments in facing this challenge. One of the policies made by the government in economic recovery is the policy of refocusing and reallocating budgets to local governments. The guidelines for implementing this policy are reflected in Presidential Instruction No. 4 of 2020. Meanwhile, the implementation of budget rationalization refers to the Joint Decree of the Minister of Home Affairs and the Minister of Finance No. 119/2813/SJ and No. 177/KMK.07/2020. This research is a qualitative research that aims to review the implementation of the Refocussing and Reallocation of Expenditure policies in the Banjarmasin City Government APBD for Fiscal Years 2020 and 2021. In obtaining research data, the method of literature study and interviews was carried out. The results of this study indicate that the Banjarmasin City Government in the 2020 fiscal year has implemented the policy of Refocussing and Reallocating Expenditures in a timely manner in accordance with applicable regulations so that they do not receive sanctions for delaying DAU and/or DBH from the central government. However, the amount of the expenditure adjustment did not match the target as stated in the Joint Decree of the Minister of Home Affairs and the Minister of Finance because the Banjarmasin City Government adjusted the budget requirements for each SKPD. Meanwhile, for the 2021 fiscal year, the Refocussing and Reallocation policy was not carried out because the expenditure related to handling Covid-19 had been budgeted at the beginning. The results of the absorption of the budget for the 2020 and 2021 fiscal years have been optimal.
