Abstract
Abstrak Rasio efektivitas dan kemandirian keuangan daerah dapat menjadi tolok ukur kinerja keuangan daerah. Karya tulis ini bertujuan untuk menganalisis rasio efektivitas PAD dan kemandirian keuangan daerah Kabupaten Kulon Progo Tahun 2018-2020. Pengumpulan data dalam karya tulis ini menggunakan metode dokumentasi. Data yang digunakan merupakan laporan keuangan Kabupaten Kulon Progo dan kabupaten/kota lain di Provinsi Daerah Istimewa Yogyakarta tahun 2018-2020. Data yang diperoleh kemudian dianalisis menggunakan rasio efektivitas dan kemandirian keuangan daerah. Setelah itu, rasio efektivitas dan kemandirian keuangan Kabupaten Kulon Progo akan dianalisis dan dibandingkan dengan kabupaten/kota lain di Provinsi Daerah Istimewa Yogyakarta. Hasil analisis menunjukkan bahwa pada tahun 2018-2020 rata-rata tingkat efektivitas komponen pembentuk PAD Kabupaten Kulon Progo sudah lebih dari 100%. Tingkat efektivitas Kabupaten Kulon Progo tahun 2018-2019 paling rendah di provinsi DIY, sementara pada tahun 2020 menempati urutan kedua terbaik. Hasil analisis tingkat kemandirian keuangan daerah menunjukkan bahwa pada tahun 2018-2020 tingkat kemandirian Kabupaten Kulon Progo tergolong rendah sekali dan menempati urutan keempat dari lima kabupaten/kota di DIY. / The ratio of effectiveness and regional financial independence can be a benchmark for regional financial performance. The purpose of this papper is to analyze the ratio of effectiveness regional financial performance and regional financial independence of Kulon Progo Regency in 2018-2020. The data collection in this paper used the documentation method. The data that used in this paper is financial report of Kulon Progo Regency and other regencies/cities in the Province of the Special Region of Yogyakarta in 2018-2020. The data obtained were then analyzed using the ratio of effectiveness and regional financial independence. After that, the ratio of effectiveness and financial independence of Kulon Progo Regency will be analyzed and compared with other regencies/cities in the Special Region of Yogyakarta Province. The results of the analysis show that in 2018-2020 the average level of effectiveness of the components that make up the regional financial performance of Kulon Progo Regency is more than 100%. The effectiveness level of Kulon Progo Regency in 2018-2019 is the lowest in the DIY province, while in 2020 it ranks second best. The results of the analysis of regional financial independence show that in 2018-2020 the independence level of Kulon Progo Regency is very low and it ranks is fourth of five regencies/cities in DIY.
