Abstract
Tujuan dari penulisan ditujukan untuk meneliti kebijakan baru atas mekanisme Crash Program yang memiliki potensi memberikan alternatif dalam penyelesaian piutang negara, serta membahas hambatan yang terjadi beserta solusi yang diberikan atas praktik mekanisme Crash Program dengan KPKNL Malang sebagai objek. Metode penulisan yang digunakan ialah metode deskriptif analitis dari data kuantitatif dan kualitatif, yang dikumpulkan dengan cara Teknik wawancara dan studi kepustakaan. Hasil dari penelitian tersebut menunjukkan bahwa pelaksanaan Crash Program di KPKNL Malang telah sesuai dengan peraturan yang mengaturnya yatu PMK No. 15 Tahun 2021 tentang Penyelesaian Piutang Instansi Pemerintah yang Diurus / Dikelola oleh Panitia Urusan Piutang Negara / Direktorat Jenderal Kekayaan Negara dengan Mekanisme Crash Program Tahun Anggaran 2021 dan berhasil menyelesaikan 205 kasus yang difokuskan kepada piutang negara milik mahasiswa PTN-BLU. Pada praktiknya ditemukan hambatan yang sebagian besar berasal dari faktor eksternal, adapula hambatan yang mengarah pada tantangan yang bisa saja muncul di masa depan. Atas masalah tersebut, KPKNL Malang terus mengusahakan yang terbaik untuk meminimalisir hambatan yang dialami. / This papers aims to research for debt relief with the Crash Program mechanism which has the potential to provide alternatives in the settlement of state receivables, as well as discussing the obstacles with solutions given to the practice of the Crash Program mechanism with KPKNL Malang as the object. The writing method from quantitative and qualitative data, which was collected by means of interview techniques and literature study. The results of this study indicate that the implementation of the Crash Program at KPKNL Malang is in accordance with the regulations that govern it, namely PMK No. 15 of 2021 concerning Settlement of Receivables from Government Agencies that are Managed by the Committee for State Receivable Affairs / Directorate General of State Assets with the Crash Program Mechanism for 2021 Fiscal Year and successfully completed 205 cases focused on state receivables belonging to students that belongs to PTN-BLU. In practice, it is found that most of the obstacles come from external factor, there is also obstacle that lead to challenges that may arise in the future. Regarding this problem, KPKNL Malang continues to trying its best to minimize the obstacles experienced.
