Abstract

Sertipikasi BMN bertujuan untuk memberikan pengamanan berupa pengamanan fisik terhadap suatu BMN berupa tanah. Menurut Keputusan Presiden Nomor 41 Tahun 1973 Tentang daerah industri Pulau Batam, Pengelolaan lahan di Kota Batam diambil alih oleh Badan Pengusahaan Batam. Kondisi ini menjadi topik yang menarik untuk diteliti untuk mengetahui proses pensertipikatan BMN, pengaruh pengelolaan lahan oleh BP Batam terhadap sertipikasi BMN, permasalahan yang timbul dalam pensertipikatan BMN serta solusi yang dilakukan untuk mengatasi permasalahan tersebut. Metode penelitian yang dipakai adalah metode kualitatif serta studi kepustakaan dan studi lapangan berupa wawancara penulis gunakan sebagai metode pengumpulan data. Hasil penelitian penulis menunjukkan proses sertipikasi BMN mulai dari monitoring, verifikasi, tindak lanjut hasil verifikasi, pengarahan hingga evaluasi dikerjakan dengan sesuai oleh KPKNL Batam. Hasil lainnya menunjukkan bahwa pengelolaan lahan oleh BP Batam berpengaruh cukup signifikan terhadap sertipikasi BMN. Terdapat 39 dari 86 secara total atau 45,35% dari total permasalahan yang disebabkan oleh pengurusan sertipikasi pada BP Batam. Dan permasalahan yang timbul mayoritas berasal dari pensertipikatan pada BP Batam dan oleh satker sendiri serta solusi yang dilakukan dengan koordinasi dengan pihak terkait pensertipikasian BMN seperti BP Batam dan Kantah Kota batam serta memberikan pengarahan dan penyuluhan dalam rangka preventif permasalahan yang dapat timbul / BMN certification aims to provide security in the form of legality security against a BMN in the form of land. The research method used is a qualitative method as well as literature studies and field studies in the form of interviews the authors use as a method of data collection. The results of the study showed the BMN certification process ranging from monitoring, verification, follow-up verification results, briefing to evaluation done accordingly by KPKNL Batam. Other results showed that land management by BP Batam has a significant effect on BMN certification. There are 39 of 86 in total or 45.35% of the total problems caused by the management of certification at BP Batam. And the problems that arise come from the majority of pensertipikatan on BP Batam and by satker itself as well as solutions carried out in coordination with related parties such as BP Pensertipikasian BMN Batam and batam City Land Office and provide guidance and counseling in order to prevent problems that can arise
