Abstract

Tujuan dari penelitian ini adalah untuk mengetahui serta mengamati penerapan peraturan yang ada pada pelaksanaan penggunaan Dana Alokasi Khusus Nonfisik PK2UKM serta bentuk penyelesaian masalah yang dijalankan oleh Unit Pelaksana Daerah (UPT). Objek yang dipilih untuk karya tulis ini adalah salah satu dinas yang melaksanakan DAK PK2UKM, yaitu Dinas Koperasi, UKM, dan Perindustrian Kabupaten Bantul tahun 2021. Data yang dikumpulkan dan digunakan adalah data primer dan sekunder. Metode pengumpulan data yang digunakan adalah dengan studi literatur, wawancara dengan narasumber secara langsung, dan observasi lapangan yang dilaksanakan di Dinas Koperasi, UKM, dan Perindustrian Kabupaten Bantul. Hasil penelitian menunjukan bahwa secara garis besar Dinas Koperasi, UKM, dan Perindustrian Kabupaten Bantul telah melaksanakan dan menjalankan DAK PK2UKM dengan cukup baik sesuai dengan Permenkop Nomor 3 Tahun 2020 dan peraturan lain yang terkait, namun pada poin penyaluran dana masih terdapat ketidaksesuaian pelaksanaannya dengan peraturan yang berlaku. Pada pelaksanaannya masih terdapat berbagai kendala dan hambatan yang dihadapi, namun dapat teratasi dengan mengacu peraturan yang berlaku dan pelaksanaan realisasi anggaran dapat terserap dengan sangat baik sesuai dengan kategori realisasi anggaran./ The purpose of this research is to find out and observe the implementation of existing regulations of the uses of the Non-Physical Special Allocation Funds PK2UKM and the form of problem solving that run by the Regional Implementing Unit (UPT). The Object chosen for this paper is one of the agencies that implementing DAK PK2UKM, which are Cooperative Service, SMEs, and Industrial of Bantul Regency year 2021. The data collected and used are primary and secondary data. The data collection methods used were literature study, interview with direct insiders, and field observations that carried out in Cooperative Service, SMEs, and Industrial of Bantul Regency. In the outline, the result showed that in Cooperative Service, SMEs, and Industrial of Bantul Regency had implemented and operated DAK PK2UKM well enough in accordance with Cooperative Ministerial Regulation Number 3 of 2020 and other related regulations. However, in the point of fund distribution there still some discrepancy of the implementation within existing regulation. There are still various constraints and obstacles faced in the implementation, but these can be overcome by referring to the applicable regulations and the implementation of budget realization can be absorbed very well according to budget realization category.
