Abstract
Dalam rangka modernisasi sistem pembayaran atas transaksi. Kementerian Keuangan mengeluarkan kebijakan penggunaan Kartu Kredit Pemerintah atas transaksi yang menggunakan dana APBN. Kebijakan ini bertujuan meminimalkan penggunaan uang tunai pada transaksi keuangan negara, tingkatkan keamanan bertransaksi, kurangi potensi fraud dari transaksi tunai, serta kurangi cost of fund/idle cash dari pemakaian UP. Direktorat Jenderal Kependudukan dan Pencatatan Sipil yang merupakan salah satu instansi vertikal di bawah Kementerian Dalam Negeri turut diwajibkan untuk menerapkan penggunaan Kartu Kredit Pemerintah. Pengelolaan Akuntansi UP KKP dan mekanisme penggunaan Kartu Kredit Pemerintah itu sendiri perlu dilakukan tinjauan mengenai pelaksanaan dan dampak apa saja yang diakibatkan atas penerapan Kartu Kredit Pemerintah dalam hal ini pada Direktorat Jenderal Kependudukan dan Pencatatan Sipil. Metode yang penulis gunakan adalah metode kualitatif. Penulis mengumpulkan data dengan Teknik studi kepustakaan, observasi lapangan, dan wawancara. Hasil penelitian menunjukan bahwa penggunaan Kartu Kredit Pemerintah pada Ditjen Dukcapil secara garis besar telah sesuai dengan peraturan perundang-undangan yang berlaku serta memberikan manfaat atas implementasinya. Namun, masih terdapat ketidaksesuaian dalam implementasi Kartu Kredit Pemerintah pada Ditjen Dukcapil dengan peraturan yang terkait dalam hal mekanisme pengajuan, penerbitan, penyerahan, dan penggunaan KKP, mekanisme pelaksanaan pembayaran KKP dan masih terdapat beberapa kendala atas penggunaannya./ In order to modernize the payment system for transactions. The Ministry of Finance issues a policy on the use of Government Credit Cards for transactions using APBN funds. This policy aims to minimize the use of cash in state financial transactions, improve transaction security, reduce the potential for fraud from cash transactions, and reduce the cost of funds/idle cash from using UP. The Directorate General of Population and Civil Registration which is one of the vertical agencies under the Ministry of Home Affairs is also required to implement the use of Government Credit Cards. The accounting management of UP KKP and the mechanism for using the Government Credit Card itself needs to be reviewed regarding the implementation and what impacts are caused by the application of the Government Credit Card in this case at the Directorate General of Population and Civil Registration. The method that the author uses is a qualitative method. The author collects data by using library research techniques, field observations, and interviews. The results of the study indicate that the use of Government Credit Cards at the Directorate General of Dukcapil is in general accordance with the applicable laws and regulations and provides benefits for its implementation. However, there are still discrepancies in the implementation of the Government Credit Card at the Directorate General of Civil and Civil Registration with the relevant regulations in terms of the mechanism for submitting, issuing, submitting, and using the KKP, the mechanism for implementing the KKP payment and there are still some obstacles to its use.
