Abstract

Berdasarkan keterangan Sekretaris Jenderal Konsorsium Pembaruan Agraria, Dewi Kartika, menyebutkan bahwa sistem keamanan penyimpanan data sertifikat tanah elektronik masih belum benar-benar aman. Hal tersebut beresiko terhadap hilangnya data-data sertifikat tanah elektronik. Oleh karena itu, di dalam penelitian ini penulis mengelaborasikan sistem keamanan data yang telah diterapkan di negara-negara lain yaitu Blockchain ke dalam penatausahaan Barang Milik Negara (BMN) berupa tanah di Indonesia. Pada tulisan ini penulis menggunakan metode kualitatif yang nantinya data-data akan dijelaskan dalam bentuk narasi. Hasil dari penelitian ini yaitu penulis menemukan bahwa sistem Blockchain dapat menjadi solusi dari masalah sistem keamanan penyimpanan data sertifikat elektronik dan juga sistem ini mampu menyelesaikan permasalahan lain seperti permasalahan sertifikat tanah fisik dan penyederhanaan alur birokrasi penatausahaan BMN berupa tanah pada aplikasi Sistem Manajemen Tanah Pemerintah (SIMANTAP). Hal ini dikarenakan sistem dari Blockchain itu yang unik serta skema sistem Blockchain memungkinkan setiap partisipan untuk berkolaborasi dalam menyusun dokumen penatausahaan tanah yang padu. Sebagai tambahan penulis menyarankan kepada peneliti selanjutnya untuk memakai aplikasi Sistem Informasi Manajemen Aset Negara (SIMAN) sebagai objek penelitian dikarenakan aplikasi SIMANTAP telah dilebur dengan aplikasi tersebut / Based on information from the Secretary General of the Agrarian Reform Consortium, Dewi Kartika, it was stated that the security system for storing electronic land certificate data is still not completely secure. This risks the loss of electronic land certificate data. Therefore, in this study, the author elaborates on a data security system that has been implemented in other countries, namely Blockchain into the administration of State Property (BMN) in the form of land in Indonesia. In this paper, the author uses a qualitative method that will explain the data in the form of a narrative. The results of this study are the authors found that the Blockchain system can be a solution to the problem of electronic certificate data storage security systems and also this system can solve other problems such as physical land certificate problems and simplify the flow of BMN administration bureaucracy in the form of land in the Sistem Manajemen Tanah Pemerintah (SIMANTAP) application. This is because the Blockchain system is unique and the Blockchain system scheme allows each participant to collaborate in compiling a unified land administration document. In addition, the authors suggest furthering the researcher's use of the Sistem Informasi Manajemen Aset Negara (SIMAN) application as the object of research because the SIMANTAP application has been merged with the SIMAN application
