Abstract
Pendapatan Asli Daerah atau yang biasa disebut PAD menjadi salah satu produk dari pelaksanaan otonomi daerah. Setiap pemerintah daerah diberikan kesempatan untuk mengolah sendiri daerahnya, terutama untuk hal-hal yang memberi pendapatan bagi daerah. Optimalisasi atas PAD diperlukan untuk memaksimalkan potensi daerah. Pemaksimalan potensi juga ditopang dengan adanya pengawasan yang baik untuk memastikan bahwa setiap potensi tersebut berjalan dengan baik dan tercegah dari penyimpangan sedini mungkin. BPKP sebagai Aparat Pengawasan Intern Pemerintah (APIP) dalam hal ini menjadi pengawas atas pengawasan Optimalisasi Pendapatan Asli Daerah (OPAD). Dalam penelitian ini, data akan diperoleh melalui Perwakilan BPKP Provinsi Sumatera Utara yang berwenang dalam wilayah Sumatera Utara. Pengawasan OPAD selama 2020-2021 hanya dilakukan atas 4 (empat) pemerintah daerah dikarenakan keadaan pandemi yang masih berkelanjutan menjadi faktor utama. Total PAD yang berhasil dikumpulkan tiap pemerintah daerah yang menjadi objek pengawasan dalam tahun berjalan akan dibandingkan dengan tahun sebelumnya, Pengawasan OPAD dapat dikatakan telah memberi pengaruh positif atas pemaksimalan PAD dan penopang terutama dalam keadaan pandemi. Adanya pengawasan juga akan membantu tiap pemerintah daerah yang menjadi objek pengawasan untuk mendapatkan evaluasi untuk peningkatan di tahun-tahun selanjutnya./ Locally-generated revenue or commonly called PAD in Bahasa is one of the products of the implementation of regional autonomy. Each local government is given the opportunity to cultivate its own area, especially for things that provide income for the region. Optimization of PAD is needed to maximize the potential of the region. Maximization of potential is also supported by good supervision to ensure that each potential runs well and is prevented from deviations as early as possible. BPKP as the Government Internal Supervision Officer (APIP in Bahasa) in this case becomes the supervisor of the supervision of the Optimization of Regional Original Income (OPAD in Bahasa). In this case, data will be obtained through the BPKP Representative of North Sumatra Province who is authorized in the North Sumatra region. OPAD supervision during 2020-2021 was only carried out on 4 (four) local governments due to the ongoing pandemic situation being the main factor. The total PAD that has been successfully collected by each local government that is the object of supervision in the current year will be compared with the previous year, OPAD supervision can be said to have had a positive influence on the maximization of PAD and support, especially in pandemic conditions. The existence of supervision will also help each local government that is the object of supervision to get an evaluation for improvement in the following years.
