Abstract

Karya tulis ini fokus membahas mengenai Perencanaan Kebutuhan Barang Milik Negara (BMN) pada Kantor Pelayanan Pajak Kudus Tahun 2021 yang digunakan untuk periode Tahun Anggaran 2023. Perencanaan Kebutuhan BMN dituang ke dalam dokumen yang disebut Rencana Kebutuhan BMN (RKBMN). Penelitian ini bertujuan untuk meninjau bagaimana mekanisme perencanaan kebutuhan BMN dan kesesuaian kegiatan perencanaan kebutuhan BMN pada saat sebelum adanya pandemi Covid-19 dan pada saat adanya pandemi Covid-19, serta meninjau apakah terdapat kendala dalam melaksanakan penyusunan perencanaan kebutuhan BMN yang menghasilkan dokumen RKBMN. Metode yang digunakan penulis dalam memperoleh data yaitu metode studi kepustakaan dan studi lapangan yang terdiri dari observasi dan wawancara bersama salah satu pegawai KPP Pratama Kudus, sehingga menghasilkan data kualitatif. Data tersebut kemudian dianalisis dengan menggunakan metode analisis dokumen sumber, sehingga didapati bahwa penelitian atas perencanaan kebutuhan BMN pada KPP Pratama Kudus tahun 2021 telah sesuai dengan aturan serta dilaksanakan dengan optimal. Dengan demikian satuan kerja dapat mewujudkan tugas pokok dan fungsi satker dengan baik, sehingga dapat menyelenggarakan pelayanan publik yang optimal demi tercapainya good governance. / This paper focuses on discussing the Planning for State Property Needs (BMN) at the Kudus Tax Service Office in 2021 which is used for the period of Fiscal Year 2023. Planning for BMN Needs is stated in a document called the BMN Needs Plan (RKBMN). This study aims to review how the planning mechanism for BMN needs and the suitability of planning activities for BMN needs before the Covid-19 pandemic and during the Covid-19 pandemic, as well as reviewing whether there are obstacles in carrying out the preparation of BMN needs planning which produces the RKBMN document. The method used by the author in obtaining data is the method of literature study and field study which consists of observation and interviews with one of the employees of KPP Pratama Kudus, so as to produce qualitative data. The data was then analyzed using the source document analysis method, so it was found that the research on planning for BMN needs at KPP Pratama Kudus in 2021 was in accordance with the rules and carried out optimally. Thus the work unit can realize the main tasks and functions of the satker properly, so that it can provide optimal public services in order to achieve good governance.
