Abstract

Pemanfaatan barang milik daerah merupakan bagian dari pengelolaan BMD di pemerintahan daerah. Salah satu bentuk pemanfaatan BMD adalah skema pinjam pakai. Pelaksanaan pemanfaatan BMD dengan pinjam pakai harus dilaksanakan secara efektif dan sesuai dengan aturan. Peraturan Menteri Dalam Negeri Nomor 19 Tahun 2016 Tentang Pedoman Pengelolaan BMD mengatur secara rinci pedoman pemanfaatan BMD dalam bentuk pinjam pakai. BPKPD Kabupaten Kebumen sebagai OPD yang ditunjuk untuk mengelola dan melaksanakan pinjam pakai BMD berupa bangunan eks RSUD Kebumen untuk menunjang tugas dan fungsi pemerintahan daerah. Tinjauan ini dilakukan dengan tujuan untuk mengetahui latar belakang terjadinya pinjam pakai BMD berupa bangunan eks RSUD Kebumen sebagai objek pinjam pakai, upaya optimalisasi yang telah dilakukan terhadap objek, pelaksanaan pinjam pakai pada objek, dampak yang ditimbulkan terhadap para subjek, serta hambatan yang ada dalam optimalisasi pemanfaatan pinjam pakai yang telah dilakukan. Metode yang digunakan adalah metode kualitatif yang dilakukan untuk mendapatkan data primer melalui studi kepustakaan, wawancara, dan observasi. Hasil tinjauan ini menujukkan bahwa: (1) Latar belakang terjadinya pinjam pakai pada objek adalah adanya surat permohonan yang masuk pada Pengelola Barang dan kebutuhan fasilitas ruangan pada Peminjam, (2) terdapat ketidaksesuaian implementasi pinjam pakai pada objek terhadap peraturan yang menjadi acuannya, (3) Terdapat dampak positif bagi BPKPD Kabupaten Kebumen selaku pengelola barang dan dampak positif & negatif bagi ATR/BPN Kabupaten Kebumen selaku peminjam pakai, (4) BPKPD Kabupaten Kebumen sebagai pengelola barang tetap melakukan antisipasi meskipun tidak terdapat hambatan dalam pelaksanaan pinjam pakai, (5) Terdapat beberapa optimalisasi BMD pada objek serta kendala yang ada saat mengoptimalkan objek. / Utilization of regional property is part of BMD management in regional government. This review was carried out with the aim of knowing the background of the occurrence of borrowing and using BMD in the form of the former Kebumen Hospital building as a loan-use object, the optimization efforts that have been carried out on the object, the implementation of the loan-use-use program on the object, the impact on the subject, as well as the existing obstacles xii in optimizing the object. use of borrowing that has been carried out. The method used is a qualitative method which is carried out to obtain primary data through library research, interviews, and observations. The results of this review show that: (1) The background of the occurrence of borrowing and use on the object is the existence of a letter of application that goes to the Property Manager and the need for room facilities for the Borrower, (2) there is a discrepancy in the implementation of the borrowing and use of the object against the regulations that are the reference, (3 ) There is a positive impact for the BPKPD of Kebumen Regency as the manager of goods and positive & negative impacts on the ATR/BPN of Kebumen Regency as the borrower, (4) The BPKPD of Kebumen Regency as the manager of goods continues to anticipate even though there are no obstacles in the implementation of the borrow-to-use, (5) There are several BMD optimizations on objects as well as constraints that exist when optimizing objects
