Abstract

Pemanfaatan BMN merupakan bagian dari pengelolaan keuangan negara yang salah satu contoh pemanfaatan BMN yaitu dengan skema sewa BMN. Peraturan yang mengatur terkait sewa BMN mengalami beberapa perubahan di tiap tahunnya, seperti pada tahun 2016 dengan menggunakan PMK 57 tahun 2016 yang kemudian disempurnakan atau diperbaharui debgan PMK 115 Tahun 2020. Pengelolaan sewa atau pemanfaatan lainnya dikelola oleh KPKNL. Tinjauan ini bertujuan untuk mengetahui bagaimana peraturan tersebut dijalankan baik pada tahun berjalan ataupun jika merujuk pada peraturan saat ini. Metode yang digunakan untuk melakukan tinjauan yaitu dengan metode kualitatif dan untuk mendapatkan data primer melalui proses studi kepustakaan, dan studi lapangan dengan metode observasi dan wawancara. Hasil dari tinjauan ini menunjukkan bahwa ; (1) Proses pemanfaatan dengan cara sewa ini dilakukan atas usulan LPP RRI Madiun kepada pihak ketiga dengan persetujuan KPKNL Madiun, (2) Proses pelaksanaan sewa yang dilakukan telah mengikuti aturan yang berlaku pada saat itu yaitu PMK 57 Tahun 2016 namun terdapat penyesuaian yaitu terkait kebijakan pembayaran sewa yang tidak diatur dalam peraturan dan tidak melanggar peraturan. (3) Terkait peraturaan yang berlaku pada saat ini yaitu PMK 115 Tahun 2020 terdapat beberapa yang mengalami perubahan dan beberapa tidak terjadi pada proses sewa yang telah dilakukan atas proses sewa barang milik negara terhadap peraturan terbaru untuk saat ini adalah mengalami penyesuaian atau perubahan, namun tidak melanggar peraturan yang mengatur. / Utilization of State Property is part of the management of state finances, one example of which is the use of State Property, namely the State Property lease scheme. The regulations governing State Property leases undergo several changes every year, such as in 2016 using State Property 57 of 2016 which was later updated with PMK 115 of 2020. Management of leases or other uses is managed by the KPKNL. This review aims to find out how the regulations are implemented either in the current year or when referring to the current regulations. The method used to conduct the review is the qualitative method and to obtain primary data through the literature study process, and field studies using the observation and interview methods. The results of this review indicate that : (1) The rental process is carried out on the recommendation of LPP RRI Madiun to a third party with the approval of the Madiun KPKNL, (2) The process of implementing the lease has followed the rules in force at that time, namely PMK 57 of 2016 but there are adjustments related to policies rental payments that are not regulated in the regulations and do not violate the regulations. (3) Regarding the regulations currently in force, namely PMK 115 of 2020, there are some that have changed and some have not occurred in the rental process that has been carried out on the rental process for state property. violate the regulations.
