Abstract

Indonesia yang dilanda pandemi covid-19 sejak tahun 2020 berdampak luas keberbagai sektor, pemerintah dituntut mengambil langkah yang cepat untuk menangani keadaan darurat. Salah satu langkah yang diambil pemerintah yakni pelaksanaan program vaksinasi keseluruh daerah untuk mencegah penularanan virus covid-19, program ini membutuhkan banyak pendanaan yang berisiko tinggi yang membutuhkan pengawasan dari pihak internal. Tujuan penelitian ini adalah guna meninjau prosedur audit yang digunakan Inspektorat Kabupaten Siak dalam pengawasan pelaksanaan program vaksinasi covid-19. Metode penelitian ini menggunakan metode kualitatif. Hasil penelitian ini menunjukkan bahwa Inspektorat Kabupaten Siak menggunakan tiga tahap audit, yakni tahap perencanaan audit, tahap pelaksanaan audit, dan terakhir tahap komunikasi hasil audit. Inspektorat Kabupaten Siak menggunakan pedoman dari BPKP dan standar Kementerian Kesehatan sebagai alat pelaksanaan audit namun belum sepenuhnya melaksanaan tahapan yang ditetapkan. / Indonesia, which has been hit by the COVID-19 pandemic since 2020, has had a wide impact on various sectors, the government is required to take quick steps to deal with emergencies. One of the steps taken by the government is the implementation of a vaccination program throughout the region to prevent the transmission of the covid-19 virus, this program requires a lot of high-risk funding that requires internal supervision. The purpose of this study was to review the audit procedures used by the Siak Regency Inspectorate in supervising the implementation of the COVID-19 vaccination program. This research method uses qualitative methods. The results of this study indicate that the Siak Regency Inspectorate uses three audit stages, namely the audit planning stage, the audit implementation stage, and finally the audit result communication stage. The Siak Regency Inspectorate uses guidelines from BPKP and Ministry of Health standards as an audit tool, but has not yet fully implemented the steps specified.
