Abstract

Sejalan dengan tingginya nilai Barang Milik Negara (BMN) maka pemerintah perlu melakukan pengelolaan BMN yang optimal sebagai wujud pertanggungjawaban atas Pengelolaan Keuangan Negara. Salah satu ruang lingkup atas pengelolaan BMN yaitu penatausahaan. Penatausahaan BMN adalah rangkaian kegiatan yang meliputi pembukuan, inventarisasi, dan pelaporan BMN sesuai dengan ketentuan peraturan perundang-undangan. Penelitian ini bertujuan untuk mengetahui proses dan kesesuaian penatausahaan BMN yang dilakukan oleh Kanwil DJP Kepulauan Riau pada tahun 2021 dengan Peraturan Menteri Keuangan Nomor 181/PMK.06/2016. Metode analisis yang digunakan yaitu analisis kualitatif dengan wawancara dan observasi. Secara umum hasil penelitian menunjukkan penatausahaan Barang Milik Negara pada Kanwil DJP Kepulauan Riau mulai dari kegiatan pembukuan, inventarisasi, dan pelaporan telah sesuai dengan peraturan yang berlaku. Namun masih ditemukannya beberapa kelemahan seperti tidak dilakukannya pencadangan atas dokumen sumber baik berupa fisik maupun soft file pada proses pembukuan, proses inventarisasi dilaksanakan sendiri oleh Pengguna Barang (dalam hal ini Kanwil DJP Kepulauan Riau) sehingga beresiko terhadap tingkat keandalan pelaksanaan inventarisasi, DBR tidak ditempelkan pada ruangan yang bersangkutan, serta label barcode juga tidak ditempelkan pada seluruh BMN. Proses penatausahaan ini belum optimal karena kurangnya sumber daya manusia. Kanwil DJP Kepulauan Riau harus menambah sumber daya manusia dalam proses penatausahaan barang milik negara yang berada di bawah kuasanya sehingga proses penatausahaan barang milik negara menjadi lebih optimal. / In line with the high value of State Property, the government needs to carry out optimal State Property management as a form of accountability for State Financial Management. One of the scopes of State Property management is administration. State Property administration is a series of activities that include bookkeeping, inventory, and reporting of BMN in accordance with the provisions of the legislation. This study aims to determine the process and suitability of State Property administration carried out by the Kanwil DJP Kepulauan Riau in 2021 with the Minister of Finance Regulation Number 181/PMK.06/2016. The analytical method used is qualitative analysis with interviews and observations. In general, the results of the study show that the administration of State Property at the Riau Islands Regional Tax Office, starting from bookkeeping, inventorying, and reporting activities, is in accordance with applicable regulations. However, some weaknesses are still found, such as not backing up source documents in the form of physical or soft files in the bookkeeping process, the inventory process is carried out by the goods users themselves (in this case Kanwil DJP Kepulauan) so that there is a risk to the reliability level of the inventory implementation, the DBR is not attached to the the room concerned, as well as barcode labels are also not affixed to all State Property. This administrative process has not been optimal due to the lack of human resources. Kanwil DJP Kepulauan must add human resources in the process of administering state property under its control so that the process of administering state property becomes more optimal.
