Abstract

"Abstrak Dana Bantuan Operasional Sekolah (BOS) merupakan program pemerintah yang menyediakan pendanaan operasional kepada sekolah-sekolah yang telah terdaftar berdasarkan keputusan menteri pendidikan dan kebudayaan. Program ini merupakan salah satu upaya pemerintah dalam memajukan serta menunjang pendidikan Di Indonesia, Dengan meningkatkan kualitas pendidikan, maka kualitas Sumber Daya Manusia (SDM) juga akan meningkat yang berbanding lurus dengan kemajuan suatu Negara. Adapun tujuan dari penelitian ini adalah untuk mengetahui perencanaan, pelaksanaan, dan pelaporan serta pertanggungjawaban dana BOS di SMK Negeri 1 Ponorogo, mengetahui dan membandingkan antara praktik pengelolaan dana BOS di SMK Negeri 1 Ponorogo dengan Permendikbud Nomor 6 Tahun 2021 tentang Petunjuk Teknis Bantuan Operasional Sekolah Reguler, serta untuk mengetahui kendala-kendala yang dihadapi oleh pihak SMK Negeri 1 Ponorogo dalam mengelola dana BOS. Metode pengumpulan data menggunakan studi kepustakaan dan studi lapangan berupa wawancara dan dokumen terkait pengelolaan dana BOS. Hasil tinjauan menunjukan pengelolaan dana Bantuan Operasional Sekolah pada SMK Negeri 1 Ponorogo secara keseluruhan sudah sesuai dengan Permendikbud Nomor 6 Tahun 2021. Adapun permasalahan yang dihadapi oleh SMK Negeri 1 Ponorogo, yaitupetunjuk teknis yang telat dikeluarkan, pencairan yang tidak tepat waktu, dan beberapa kegiatan yang batal dilakukan karena pandemi. Upaya yang dapat dilakukan oleh SMK Negeri 1 Ponorogo untuk mengatasi masalah tersebut, antara lain tim dana BOS harus selalu siap terhadap perubahan dalam petunjuk teknis dan membuat laporan sesegera mungkin dengan mengacu pada format laporan tahun lalu. / The School Operational Assistance Fund (BOS) is a government program that provides operational funding to schools that have been registered based on the decree of the minister of education and culture. This program is one of the government's efforts to promote and support education in Indonesia. By improving the quality of education, the quality of Human Resources (HR) will also increase which is directly proportional to the progress of a country. The purpose of this study is to determine the planning, implementation, reporting, and accountability of BOS funds at SMK Negeri 1 Ponorogo, to find out and compare the practice of managing BOS funds at SMK Negeri 1 Ponorogo with Permendikbud Number 6 of 2021 concerning Technical Guidelines for Regular School Operational Assistance and to find out the obstacles faced by SMK Negeri 1 Ponorogo in managing BOS funds. Methods of data collection using literature studies and field studies in the form of interviews and documents related to the management of BOS funds. The results of the review show that the management of School Operational Assistance funds at SMK Negeri 1 Ponorogo as a whole is by Permendikbud Number 6 of 2021. The problems faced by SMK Negeri 1 Ponorogo, namely late technical instructions issued, timely disbursement, and several activities which were canceled due to the pandemic. Efforts that can be made by SMK Negeri 1 Ponorogo to overcome these problems, among others, the BOS funding team must always be ready for changes in technical guidelines and make reports as soon as possible by referring to last year's report format.
