Abstract

"ABSTRAK Provinsi Riau merupakan daerah penghasil minyak dan gas bumi terbesar di Indonesia. DBH SDA minyak dan gas bumi merupakan pendapatan daerah sektor minyak dan gas bumi yang memiliki fungsi dalam menjaga keseimbangan antara pemerintah pusat dan pemerintah daerah khususnya pada daerah penghasil. Participating interest juga merupakan pendapatan daerah sektor minyak dan gas bumi dimana pemerintah daerah diberikan kewenangan dalam mengelola secara langsung kegiatan usaha hulu minyak dan gas bumi pada daerahnya. Penelitian ini bertujuan untuk menganalisis pendapatan daerah Provinsi Riau pada sektor minyak dan gas bumi. Metode analisis yang digunakan adalah analisis secara kualitatif dan kuantitatif. Analisis kualitatif menggunakan metode dokumentasi dan wawancara. Analisis kuantitatif menggunakan metode regresi linear sederhana dengan menggunakan sampel yaitu 19 provinsi dengan data yang digunakan yaitu hasil lifting dan alokasi DBH SDA minyak dan gas bumi dari tahun 2016-2020. Hasil penelitian menunjukkan bahwa penerapan otonomi daerah dalam mengelola sektor minyak dan gas bumi pada Provinsi Riau belum efisien. Pengaruh dari kontribusi pendapatan daerah dari sektor minyak dan gas bumi pada Provinsi Riau terhadap total pendapatan daerah juga sangat belum berkontribusi. / Riau province is the largest oil and gas producing area in Indonesia. DBH SDA oil and gas is the regional income of the oil and gas sector which has a function in maintaining a balance between the central government and local governments, especially in producing regions. Participating interest is also the regional income of the oil and gas sector where the local government is given the authority to directly manage upstream oil and gas business activities in the region. This research aims to analyze riau province's regional revenues in the oil and gas sector. The method of analysis used is qualitative and quantitative analysis. Qualitative analysis uses documentation and interview methods. Quantitative analysis uses a simple linear regression method using a sample of 19 provinces with the data used, namely the lifting results and allocation of oil and gas SDA DBH from 2016-2020. The results showed that the application of regional autonomy in managing the oil and gas sector in Riau Province has not been efficient. The influence of the contribution of regional revenues from the oil and gas sector in Riau Province on the total regional revenue has also not contributed greatly.
