Abstract

Studi yang dilakukan merupakan tinjauan atas proses Pengadaan Barang/Jasa dengan metode Pengadaan Langsung pada KPU Kabupaten Sleman tahun 2020 berupa paket pengadaan pembuatan tas dan paket pengadaan distribusi perlengkapan pemungutan suara dan alat pelindung diri. Tujuan dari tinjauan adalah untuk mengetahui proses Pengadaan Barang/Jasa yang dilaksanakan, kesesuaian dengan peraturan perundang-undangan, serta hambatannya. Tinjauan dilakukan dengan metode studi kepustakaan serta studi lapangan dengan wawancara dan observasi. Berdasarkan hasil tinjauan diperoleh jawaban bahwa proses Pengadaan Barang/Jasa dimulai dari Perencanaan, Persiapan, hingga Pelaksanaan. Proses Pengadaan Barang/Jasa secara garis besar telah sesuai dengan peraturan yang berlaku yaitu Peraturan Presiden Republik Indonesia Nomor 16 Tahun 2018 dan Peraturan LKPP Nomor 7,9,14, dan 15 Tahun 2018. Permasalahan yang menghambat adalah sulit bagi pihak KPU dalam mencari Penyedia yang memiliki kualifikasi yang cukup serta jujur dikarenakan KPU merupakan area politis sehingga banyak benturan kepentingan yang mungkin akan terjadi serta beberapa kesalahpahaman dalam berkomunikasi./ The study conducted is a review of the process of Procurement of Goods/Services with the Direct Procurement method at the KPU of Sleman Regency in 2020 in the form of a procurement package for making bags and a procurement package for distribution of voting equipment and personal protective equipment. The purpose of the review is to find out the process of Procurement of Goods/Services carried out, compliance with laws and regulations, as well as obstacles. The review was carried out using the literature study method as well as field studies with interviews and observations. Based on the results of the review, the answer is that the process of Procurement of Goods/Services starts from Planning, Preparation, to Implementation. The process of the procurement of goods/services in general is in accordance with the applicable regulations, namely Presidential Regulation of the Republic of Indonesia Number 16 of 2018 and LKPP Regulation Number 7,9,14, and 15 of 2018. The problem that hinders the KPU is that it is difficult for the KPU to find a suitable provider. have sufficient and honest qualifications because KPU is a political area so many conflicts of interest may occur as well as some misunderstandings in communication.
