Abstract

Abstrak Dana Bantuan Operasional Sekolah (BOS) yang dialokasikan dari APBN diharapkan dapat meningkatkan kualitas pendidikan dan sumber daya manusia di Indonesia. Pemerintah dari tahun ke tahun terus menerbitkan kebijakan-kebijakan yang dapat mengoptimalkan pengelolaan Dana BOS. Namun, kebijakan yang baik tidak selalu didukung dengan praktik pelaksanaannya. Penelitian ini bertujuan untuk melakukan tinjauan atas kesesuaian praktik pengelolaan Dana BOS Reguler di SMK Negeri 1 Batu dengan Peraturan Menteri Pendidikan dan Kebudayaan Republik Indonesia Nomor 6 Tahun 2021 dengan metode studi kepustakaan dan studi lapangan. Hasil penelitian menunjukkan bahwa SMK Negeri 1 Batu telah melakukan pengelolaan dengan baik sesuai dan peraturan kecuali dalam hal publikasi penggunaan Dana BOS Reguler kepada masyarakat yang belum pernah dilaksanakan. Dalam melaksanakan pengelolaan Dana BOS Reguler pada tahun 2021, Tim BOS SMK Negeri 1 Batu mengalami beberapa kendala antara lain belum digunakannya Aplikasi Rencana Kegiatan dan Anggaran Sekolah (ARKAS) yang telah disediakan oleh Kementerian Pendidikan dan Kebudayaan sejak tahun 2019, kesulitan untuk menentukan pengklasifikasian 12 komponen penggunaan Dana BOS Reguler, dan terhambatnya proses penyusunan laporan rekapitulasi realisasi penggunaan Dana BOS Reguler karena bukti pengeluaran yang seringkali terlambat diserahkan oleh pelaksana kegiatan. / The School Operational Assistance Fund (BOS Fund) allocated from the APBN is expected to improve the quality of education and human resources in Indonesia. The government from year to year continues to issue policies that can optimize the management of the BOS Fund. However, good policies are not always supported by their implementation practices. This study aims to review the suitability of the Regular BOS Fund management practice at SMK Negeri 1 Batu with the Regulation of the Minister of Education and Culture of the Republic of Indonesia Number 6 of 2021 with the literature and field study methods. The results of the study indicate that SMK Negeri 1 Batu has managed well according to regulations except in the case of publication of the use of Regular BOS Funds to the public which has never been implemented. In carrying out the management of the Regular BOS Fund in 2021, the BOS Team of SMK Negeri 1 Batu experienced several obstacles, including the lack of use of the Aplikasi Rencana Kegiatan dan Anggaran Sekolah (ARKAS), difficulties in determining the classification of the 12 components. the use of Regular BOS Funds, and delays in the process of compiling reports on the realization of the use of Regular BOS Funds due to evidence of expenditures that are often submitted late by the activity implementers.
