Abstract

ABSTRAK Pemindahtanganan Barang Milik Negara merupakan salah satu tahap dalam kegiatan pengelolaan Barang Milik Negara yang meliputi penjualan, tukar menukar, hibah, atau penyertaan modal pemerintah pusat. Fokus utama penelitian ini adalah pemindahtanganan Barang Milik Negara dengan mekanisme penjualan selain tanah dan/atau bangunan dengan tujuan mengetahui efektivitas dan kesesuaian pelaksanaan penjualan Barang Milik Negara dengan peraturan yang berlaku pada Kantor Wilayah Direktorat Jenderal Perbendaharaan Provinsi Bali. Metode penelitian yang digunakan adalah metode deskriptif kualitatif dengan teknik pengumpulan data meliputi: studi kepustakaan, observasi, dan wawancara. Hasil dari penelitian ini menunjukkan bahwa pelaksanaan penjualan BMN selain tanah dan/atau bangunan yang dilakukan oleh Kantor Wilayah DJPb Provinsi Bali sudah cukup baik, efektif, dan sesuai dengan Peraturan Menteri Keuangan Nomor 111/PMK.06/2016 tentang Tata Cara Pelaksanaan Pemindahtanganan Barang Milik Negara dan Peraturan Menteri Keuangan Nomor 213/PMK.06/2020 tentang Petunjuk Pelaksanaan Lelang. Permasalahan utama yang menjadi hambatan Kanwil DJPb Provinsi Bali dalam melaksanakan penjualan BMN adalah kurangnya Sumber Daya Manusia (SDM) yang mampu melaksanakan pengelolaan Barang Milik Negara sehingga penjualan BMN selain tanah dan/atau bangunan yang telah diajukan di tahun 2020 baru dapat terealisasi di tahun selanjutnya. Kesalahan dalam memaknai informasi antara petugas BMN dengan pihak KPKNL Denpasar terkait prosedur penjualan secara lelang juga menjadi salah satu alasan terhambatnya penjualan BMN. / Transfer of State Property is one of the stages in the management of State Property which includes sales, exchange, grants, or capital participation of the central government. The main focus of this research is the transfer of State Property with xiv a sales mechanism other than land and/or buildings with the aim of knowing the effectiveness and conformity of the implementation of the sale of State Property with the applicable regulations at the Regional Office of the Directorate General of Treasury Province of Bali. The research method used is descriptive qualitative method with data collection techniques including: literature study, observation, and interviews. The results of this study indicate that the implementation of the sale of state property other than land and/or buildings carried out by the Regional Office of the Directorate General of Treasury of the Province of Bali is quite good, effective, and in accordance with the Regulation of the Minister of Finance Number 111/PMK.06/2016 concerning Procedures for Implementing Transfers. State Property and Minister of Finance Regulation Number 213/PMK.06/2020 concerning Auction Implementation Guidelines. The main problem that hinders the Bali Provincial DJPb Regional Office in carrying out state property sales is the lack of Human Resources (HR) capable of managing state property so that the sale of state property other than land and/or buildings that have been proposed in 2020 can only be realized in the following year. The error in interpreting the information between state property officers and the Denpasar KPKNL regarding the auction sale procedure was also one of the reasons for the delay in state property sales.
