Abstract

BPKD (Badan Pengelola Keuangan Daerah) Lumajang merupakan perangkat daerah yang melaksanakan fungsi terkait urusan pemerintahan pada bidang keuangan. Pelaksanaan keuangan daerah yang akan dibahas pada karya tulis ini terkait dengan siklus pengeluaran atau belanja daerah dan penggunaan aplikasi efinance terhadap penerapan siklus pengeluaran. Siklus pengeluaran yang terjadi pada BPKD dimulai dari pengajuan SPP oleh bidang terkait sampai dengan penerbitan SP2D, setelah terbitnya SP2D maka dana dapat dicairkan. Seluruh siklus pengeluaran yang terjadi pada BPKD dibantu dengan sebuah aplikasi yang bernama e-finance dengan tujuan untuk memberikan kemudahan dan meminimalisir kesalahan. Fitur pada aplikasi e-finance mencakup secara keseluruhan siklus yang terjadi pada BPKD, yang diawali dari penyusunan anggaran sampai dengan penyusunan laporan keuangan daerah. Penggunaan aplikasi tersebut merupakan salah satu pengendalian internal yang diterapkan di BPKD. Berdasarkan data di lapangan penerapan siklus pengeluaran, penggunaan aplikasi, dan sistem pengendalian internal pada BPKD secara umum telah diterapkan dengan baik dan sesuai dengan peraturan yang berlaku. / BPKD (Regional Financial Management Agency) Lumajang is a regional apparatus that carries out functions related to government affairs in the financial sector. The implementation of regional finance that will be discussed in this paper is related to the expenditure cycle or regional expenditure and the use of e-finance applications to implement the expenditure cycle. The expenditure cycle that occurs at BPKD starts from the submission of SPP by the relevant field until the issuance of SP2D, after the issuance of SP2D then the funds can be disbursed. The entire expenditure cycle that occurs at BPKD is assisted by an application called efinance with the aim of providing convenience and minimizing errors. Features in the e-finance application cover the entire cycle that occurs at BPKD, starting from budget preparation to the preparation of regional financial reports. The use of the application is one of the internal controls implemented at BPKD. Based on data in the field, the implementation of the expenditure cycle, the use of applications, and internal control system at BPKD have generally been implemented well and in accordance with applicable regulations.
