Abstract

ABSTRAK Anggaran Pendapatan dan Belanja Desa (APB Desa) merupakan sebuah dokumen yang dijadikan acuan dalam menentukan langkah pengelolaan keuangan desa demi kesejahteraan seluruh elemen yang ada di desa sehingga proses perumusannya harus disusun secara teliti, hati-hati, dan dapat dipertanggungjawabkan. Karya tulis ini bertujuan untuk meninjau ketepatan proses perumusan APB Desa, mengetahui peran seluruh elemen desa serta mengetahui kendala dan solusi dalam pembuatan APB Desa. Metode penelitian yang digunakan dalam penelitian ini adalah metode deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data yang digunakan adalah studi kepustakaan dan studi lapangan. Penelitian ini dilakukan di Desa Salamrejo, Kecamatan Binangun, Kabupaten Blitar. Hasil penelitian menunjukkan bahwa (1) Pengelolaan keuangan di Desa Salamrejo khususnya pada tahap perumusan APB Desa sudah berjalan dengan baik. Penyusunan APB Desa Salamrejo dilaksanakan dengan berpedoman pada peraturan yang berlaku. Akan tetapi, pembuatan kesepakatan rancangan perdes tentang APB Desa Salamrejo tahun anggaran 2022 terlambat ditetapkan. (2) Seluruh elemen desa ikut serta dalam proses penyusunan APB Desa melalui musyawarah yang diselenggarakan oleh Pemerintah Desa Salamrejo. (3) Kendala-kendala yang terjadi pada saat penyusunan APB Desa telah berhasil diselesaikan dengan solusi yang baik dan tepat sasaran. / The Village Revenue and Expenditure Budget (APB Desa) is a document that is used as a reference in determining the steps of village financial management for the welfare of all elements in the village so that the formulation process hcurrent is carefully arranged, carefully, and can be accounted for. This paper aims to review the accuracyof the village APB formulation process, knowing the role of all elements of the village and knowing the kendala and solutions in making village APB. The research method used in this research is a descriptive method with a qualitative approach. The data collection techniques used are literature studies and field studies. This research was conducted in Salamrejo Village, Binangun District, Blitar Regency. The results showed that (1) Financial management in Salamrejo Village, especially at the formulation stage of village APB, has been going well. The preparation of apb Salamrejo village is carried out based on the applicable regulations. However, the making of a perdes draft agreement on the Salamrejo Village APB for the 2022nd fiscal year was late to be determined. (2) All elements of the village participate in the process of preparing the Village APB through deliberations organized by the Salamrejo Village Government. (3) The obstacles that occurred at the time of preparation of the Village APB have been successfully resolved with a good and targeted solution.
