Abstract
Abstrak Utang negara merupakan sejumlah uang dan/atau kewajiban pemerintah pusat yang wajib dibayar pemerintah berdasarkan peraturan perundang-undangan, perjanjian, ataupun sebab lainnya yang sah. Sebagai akibat dari adanya pandemi Covid-19 di tahun 2020, pemerintah menaikkan belanja khususnya dalam bidang kesehatan dan pemulihan ekonomi sehingga membutuhkan pembiayaan yang salah satunya berasal dari instrumen utang. Terjadi kenaikan utang negara yang signifikan di tahun 2020 jika dibandingkan dengan tahun sebelum adanya pandemi. Adapun tujuan dari penelitian ini untuk mengetahui bagaimana proses pengelolaan serta pertanggungjawaban pembiayaan utang yang digunakan untuk membiayai penanganan pandemi Covid-19. Metode penelitian yang digunakan dalam karya tulis ini adalah metode studi kepustakaan, studi lapangan, serta wawancara dengan pihak Direktorat Jenderal Pengelolaan Pembiayaan dan Risiko. Berdasarkan data dan informasi yang diperoleh, penulisan ini menunjukkan bahwa proses pengelolaan utang negara yang digunakan dalam rangka penanganan pandemi yaitu pinjaman tunai dan SBN terdiri atas beberapa kelompok proses yang dimulai dari tahap perencanaan hingga pelaporan dan pertanggungjawaban dengan diterbitkannya laporan keuangan pengelolaan utang. Selama tahun 2020 tidak terdapat perubahan kebijakan akuntansi utang, yang mana tetap didasarkan sesuai dengan kebijakan yang berlaku sebelumnya. Namun, hal menarik yang terjadi di tahun 2020 adalah adanya sumber pembiayaan yang berasal dari kontribusi Bank Indonesia selaku otoritas moneter di Indonesia. / State debt is a sum of money and/or obligations of the central government that must be paid by the government based on laws and regulations, agreements, or other legal reasons. As a result of the Covid-19 pandemic in 2020, the government increased spending, especially in the health sector and economic recovery, thus requiring financing, one of which comes from debt instruments. There was a significant increase in state debt in 2020 when compared to the year before the pandemic. The purpose of this research is to find out how the process of managing and accounting for the financing used to finance the handling of the Covid-19 pandemic. The research method used in this paper is the method of library research, field studies, and interviews with the Directorate General of Financing and Risk Management. Based on the data and information obtained, this paper shows that the state debt management process used in the context of handling the pandemic, namely cash credit and SBN consists of several process groups starting from the planning stage to reporting and accountability with the issuance of management financial reports. During 2020, there were no changes to the debt accounting policy, which remained based on the previously applied policies. However, the interesting thing that happened in 2020 was the source of financing that came from the contribution of Bank Indonesia as the monetary authority in Indonesia.
