Abstract

Pengembangan sektor pariwisata merupakan salah satu upaya yang dapat meningkatkan Pendapatan Asli Daerah. Penelitian ini bertujuan untuk mengetahui dan menganalisis kondisi pariwisata, strategi optimalisasi sektor pariwisata dalam meningkatkan pendapatan asli daerah. Pariwisata merupakan salah satu sumber pendapatan daerah yang dapat menopang perekonomian. Namun, sektor pariwisata masih memiliki beberapa kendala terlebih pada tahun 2020 terjadi pandemi COVID-19. Sehingga hal ini juga mempengaruhi Pendapatan Asli Daerah dari sektor pariwisata. Sumber data dalam penulisan ini adalah data primer dan data sekunder. Data primer diperoleh dengan melakukan wawancara kepada bagian keuangan Dinas Pariwisata Jember dan kuesioner kepada 152 masyarakat, sedangkan data sekunder diperoleh dari website Dinas Pariwisata Jember, undang-undang dan internet. Teknik analisis data yang digunakan adalah rasio-rasio keuangan, sedangkan untuk memperoleh strategi pengembangan pariwisata menggunakan analisis SWOT. Hasil penelitian menunjukkan tingkat kontribusi, efektivitas dan efisiensi pada sektor pariwisata masih rendah dan keadaan daya tarik wisata masih kurang. Strategi yang dilakukan adalah pengembangan objek wisata, promosi wisata, dan pembinaan usaha pariwisata./The development of the tourism sector is one of the efforts that can increase Regional Original Income. This study aims to determine and analyze the condition of tourism, the tourism sector optimization strategy in increasing local revenue. Tourism is one source of regional income that can support the economy. However, the tourism sector still has several obstacles, especially in 2020 there was a COVID-19 pandemic. So that this also affects Regional Original Income from the tourism sector. The sources of data in this writing are primary data and secondary data. Primary data was obtained by conducting interviews with the finance department of the Jember Tourism and questionnaires to 152 people, while secondary data was obtained from the website of the Jember Tourism, laws and the internet. The data analysis technique used is financial ratios, while SWOT analysis is used to obtain tourism development strategies. The results showed that the level of contribution, effectiveness and efficiency in the tourism sector was still low and the state of the tourist attraction was lacking. The strategy carried out is the development of tourism objects, tourism promotion, and tourism business development.
