Abstract

Penelitian mengenai retribusi persampahan/kebersihan yang dipungut oleh Dinas Lingkungan Hidup di Kota Dumai bertujuan untuk mengetahui strategi pemungutan retribusi persampahan/kebersihan Kota Dumai yang diterapkan oleh Pemerintah Daerah dan pengaruh perubahan pendapatan retribusi persampahan/kebersihan pada masa Covid-19 terhadap Pendapatan Asli Daerah (PAD) Kota Dumai. Selain itu, dilakukan kalkulasi perbandingan kondisi pendapatan retribusi persampahan/kebersihan sebelum dan saat pandemi Covid-19 (tahun 2019-2020). Pengumpulan sumber data dilakukan melalui metode studi pustaka dan wawancara. Realisasi pendapatan retribusi ini terpantau sejak tahun 2019 hingga tahun 2020 memperoleh persentase sebesar 20,94% atau setara dengan Rp.115.313.000,00 dengan rasio kontribusi yang menurun sebesar 8,63% terhadap Pendapatan Asli Daerah (PAD). Namun, hal ini tidak terlepas dari hambatan yang dihadapi dan upaya yang dilakukan oleh Pemerintah Kota Dumai yang membuat kebijakan daerah. Pemerintah memberikan tugas dan fungsi kepada Dinas Lingkungan Hidup Kota Dumai sebagai pelaksana kebijakan dalam mencapai pendapatan retribusi persampahan/kebersihan. Strategi yang diterapkan Pemerintah Kota Dumai terhadap pemungutan retribusi persampahan/kebersihan pada masa pandemi Covid -19 juga didukung oleh keikutsertaan dan kesadaran Wajib Retribusi (WR). Akan tetapi, Sumber Daya Manusia (SDM) dalam menghadapi Wajib Retribusi (WR) pada saat pemungutannya masih belum terealisasi secara optimal. Strategi yang dilakukan oleh Pemerintah Kota Dumai menekankan pada kedisiplinan administrasi, pengawasan, dan pengendalian demi tercapainya rasio pendapatan retribusi persampahan/kebersihan yang efisien dan optimal di masa yang akan datang./The research of garbage/cleanliness retribution is collected by the Environmental Agency in Dumai City intends to determine the strategy of collecting garbage/cleanliness retribution in Dumai City implemented by the Regional Government and the effect of changes in garbage/cleanliness retribution income during the Covid-19 period in Dumai's Regional Original Income (PAD). In addition, a comparison of the garbage/cleanliness retribution income calculation before and during the Covid-19 pandemic (2019-2020) was also carried out. The data source collection is carried out through the method of literature study and interview. The realization of this retribution income was observed from 2019 to 2020. The percentage of 20.94% (equivalent to Rp.115,313,000.00) was obtained, with a decreasing contribution ratio of 8.63% to Regional Original Income (PAD). Nevertheless, this case is still related to faced obstacle and the efforts needed by the Dumai Government who create a regional policy. The Government assigns to Dumai Environmental Agency to manage in achieving garbage/cleanliness retribution income. The strategy which is implemented by the Dumai Government also supported by the participation and awareness of retribution payer. However, human resources in facing of retribution payer at the time of the collection is still not optimally realization. The strategy which is carried out by the Dumai Government emphasizes administrative discipline, supervision, and control in order to achieve an efficient and optimal garbage/cleanliness retribution income ratio in the future.
